ALASKA POLLUTANT DISCHARGE ELIMINATION SYSTEM (APDES)
PRELIMINARY DRAFT PERMIT
TO DISCHARGE TO WATERS OF THE UNITED STATES
DEC has prepared an APDES preliminary draft permit for Trident Seafoods Corporation – Saint Paul Facility. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
Trident Seafoods Corporation owns, operates, and maintains the facility, which conducts seafood processing.
Crab waste is chopped and ground before discharging through Outfall 001A, along with crab cooking and cooling water, floor drain water, and tote washing water. Halibut waste is screened before being pumped to the sump and outfall, and screening residuals are frozen for bait or composting or sent by tender to Akutan for processing. Boiler blowdown water and refrigeration condensate also discharge from the outfall, for a total flow that can reach around 3.0 million gallons per day. Sanitary wastewater is sent to the village’s sewage collection system.
Outfall 001A starts as a PVC pipe running 0.75 miles underground from the plant to East Landing on the southern side of the island. It then extends as a steel pipe 840 feet from shore and terminates at -9.45 meters mean lower low water, one meter off the bottom. The village’s wastewater treatment plant outfall line discharges within three feet of the terminus.
There is no authorized mixing zone or zone of deposit.
