The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp North Slope, LLC’s application for Air Quality Control Minor Permit AQ1854MSS01 for the Omega Pad.

Activity: Hilcorp North Slope, LLC applied for a minor permit under 18 AAC 50.502(c)(1) for a new source that has the potential to emit greater than 40 tons per year (TPY) of oxides of nitrogen (NOx), 40 TPY of sulfur dioxide (SO2), 10 TPY of particulate matter less than or equal to a nominal 2.5 microns in diameter (PM2.5), and 15 TPY of particulate matter less than or equal to a nominal 10 microns in diameter (PM10). 18 AAC 50.502(c)(1) requires the Permittee to obtain a minor permit before beginning actual construction of a new stationary source with a potential to emit greater than the thresholds listed under 18 AAC 50.502(c)(1).
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 212.25 tons of NOx, 216.48 tons of CO, 15.63 tons of PM, 84.00 tons of SO2, 14.11 tons of volatile organic compounds (VOCs), 243,732.84 tons of carbon dioxide equivalent emissions (CO2e), and 3.89 tons of hazardous air pollutants (HAPs), with highest individual HAP (n-Hexane) estimated at 3.59 tons. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 542.47 tons.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
