Notice of Application for State Air Quality Permit AQ0088TVP05, Unisea, Inc., Dutch Harbor Seafood Processing Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve UniSea, Inc.’s application for Air Quality Control Operating Permit AQ0088TVP05 for the Dutch Harbor Seafood Processing Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application: UniSea, Inc. applied for a renewal operating permit on September 10, 2021.
Activity: The Dutch Harbor Seafood Processing Plant is a seafood process and packaging plant.

Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 750.30 TPY of NOX, 63.74 TPY of CO, 20.06 TPY of PM, 2.64 TPY of SO2, and 16.79 TPY of VOCs and 0.60 tons of Hazardous Air Pollutants (HAP). The potential annual emissions for Greenhouse Gases are estimated at 89,150 tons of carbon dioxide equivalent emissions. The total quantity of regulated air pollutants is 853.53 TPY.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Dutch Harbor Seafood Processing Plant under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
