The University of Alaska Anchorage, hereinafter called “University”, is seeking proposals from companies qualified and interested in providing Construction Manager and General Contractor services. The services shall be provided using the Construction Manager at Risk (CM@Risk) delivery method and shall consist of a Pre-Construction Services Contract with the possibility for award of a Construction Contract for construction and management services for the referenced project. The estimated total construction contract amount is approximately $27,000,000 to $31,000,000. The University reserves the right to issue a new solicitation, or solicitations, for construction services and/or for subsequent phases of the project.
Summary of Work: Pre-construction services to include at a minimum the General Contractor and the following sub-contractors; HVAC and Plumbing. To complete Construction Documents for renovations and additions to the existing Social Sciences Building and Consortium Library Buildings for the creation of new Alaska Leaders’ Archives, Alaska Native Gathering Space, Café space, and relocation of several displaced departments. RFP Availability: Request for Proposal documents for this project are available for viewing and downloading on the Bid Express website at https://www.bidexpress.com/businesses/64480/home. RFP documents may also be viewed by appointment only at the office of Facilities Planning and Construction, University of Alaska, 3300 Seawolf Drive, Gordon Hartlieb Hall, UAA Campus, Anchorage, Alaska. Offerors must register through the website to be notified of addenda. The Offeror is responsible for periodically checking the site for addenda or additional information for the project.

Basis of Award: Proposals will be evaluated by a Selection Committee using the criteria outlined in Section C of the RFP. Only Offerors meeting the minimum technical requirements outlined in Section C Part I – Technical Proposal will be considered during evaluation of price proposals. UAA intends to award a Pre-Construction Services Contract to the responsive, responsible Offeror whose proposal, conforming to the RFP requirements, receives the highest total number of evaluation points, price and other factors considered. Award of a subsequent Construction Contract to the successful Offeror will be at the sole discretion of the University.
RFP Questions: Questions relating to this RFP must be entered on Bid Express no later than ten (10) days prior to the deadline for Proposal submission.
Pre-Proposal Conference: A Pre-Proposal Conference for all interested parties will be held on July 25, 2024 at 10:00 AM at the UAA Consortium Library, University of Alaska, 3211 Providence Drive, UAA Consortium Library, Anchorage, Alaska. Attendance is optional.
Deadline for Submission of Proposals: Proposals must be submitted to the University of Alaska electronically on Bid Express at the website address given above no later than 5:00 p.m., Thursday, August 27, 2024 to be considered.
