Notice of Application for State Air Quality Permit AQ0417TVP04 Savant Alaska, LLC., Badami Development Facility

Badami Development Facility

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Savant Alaska, LLC’s application for Air Quality Control Operating Permit AQ0417TVP04 for the Badami Development Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant:      Savant Alaska, LLC, 188 Northern Lights Blvd. Suite 510, Anchorage, Alaska 99503

Location:       70º 09´ 03.62" North; 147º 05´ 50.05" West

Application:  Savant Alaska, LLC currently operates under AQ0417TVP03 and AQ0417MSS07. The owner submitted a renewal application on March 8, 2023 and submitted additional information on March 30, 2023.

Activity:         The Badami Development Facility is an existing oil and gas exploration and production operation which consists of two diesel-fired generators, two natural gas-fired combustion turbines, two natural gas-fired heaters, one natural gas-fired triethylene glycol (TEG) reboiler, one flare, two incinerators, rig engines, and rig heaters and boilers. It also operates some insignificant emission units that include small incinerators, heaters, and storage tanks, and several Intermittently Used Oilfield Support Equipment (IUOSE) for oil well servicing and maintenance for pipelines, roads and other existing infrastructure.

Emissions:     The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 447.83 tons of Nitrogen Oxides, 394.90 tons of Carbon Monoxide, 17.91 tons of Particulate Matter, 54.83 tons of Sulfur Dioxide, 63.23 tons of Volatile Organic Compounds, and 3.36 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (N-Hexane) estimated at 1.05 tons.  The potential annual emissions for Greenhouse Gases are estimated at 181,725 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 978.70 tons. 

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Badami Development Facility under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
