DOT&PF Notice of Availability for Environmental Assessment: Hydaburg Seaplane Base Refurbishment

The Alaska Department of Transportation and Public Facilities (DOT&PF), in cooperation with the Alaska Division of the Federal Aviation Administration (FAA), is issuing this notice to advise the public of the availability of the Final Environmental Assessment (Final EA) to refurbish the Hydaburg seaplane facility’s concrete approach dock and gangway, and replace the two timber floats with a new single timber/steel float. The FAA issued its Final EA on May 16, 2024. The FAA and DOT&PF will consider public comments submitted by June 25, 2024 prior to the approval of a Findings of No Significant Impact (FONSI)/Record of Decision (ROD). Upon approval, the FONSI/ROD will be made available to the public.

The proposed project would:
• Refurbish the existing concrete approach
• Refurbish the existing steel gangway and bearings
• Remove and dispose of the existing four (4) cantilevered piles and two (2) timber floats
• Install a new 60’ x 80’ seaplane float
• Install two (2) 20” new vertical piles and cap-beam for the gangway shoreward bearings
• Install a new float restraint structure with four (4) 24” vertical piles and two (2) 20” batter piles
• Install rock sockets for all vertical piles, and tension anchor four of the restraint-structure piles
• Confirm the conditional approval of the Airport Layout Plan upon implementation of the proposed action

Supplemental Information: The Proposed Action will not significantly affect the quality of the human environment or otherwise include any condition requiring consultation pursuant to Section 102(2)(C) of NEPA; an Environmental Impact Statement (EIS) is therefore not necessary.
