Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Dillingham Waste Management, LLC (DWM), filed TA5-198, a revenue requirement and cost of service study based on a 2023 test year. With this filing, DWM proposes various changes to its service offerings and rate design, and requests an overall permanent rate increase of 130.12 percent, applied across the proposed new rate structure. Should the Commission suspend TA5-198, DWM requests an interim, across-the-board rate increase of 50 percent applied to existing rates. A comparison of the current, proposed interim, and proposed permanent rates are shown below:

DWM also proposes the addition of new surcharges for the cost of fuel and disposal. DWM requests a waiver of the schedules required under 3 AAC 48.275(a) for the pro forma provision for income taxes, rate base using a 13-month average, pro forma cash working capital, weighted cost of capital, and long-term debt.
