Public Notice - Air Quality Control Operating Permit AQ0211TVP05 for the Kodiak Generating Station

Kodiak Generating Station

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Kodiak Electric Association, Inc.’s application for Air Quality Control Operating Permit AQ0211TVP05 for the Kodiak Generating Station, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Applicant:      Kodiak Electric Association, Inc., 1614 Mill Bay Road, Kodiak, AK 99615-6234

Location:        615 Sargent Drive, Kodiak, AK 99615-6234

Application:  Kodiak Electric Association, Inc. currently operates under AQ0211TVP04 and AQ0211MSS01. The owner submitted a renewal application on October 26, 2023.

Activity:     The Kodiak Generating Station is a diesel-powered electricity generating facility that provides backup power to Kodiak’s isolated electric grid. The stationary source consists of four diesel-electric generators, a small boiler, seven insignificant diesel storage tanks, a heat exchanger bank, and an electrical switchyard. At least 10% of the power generated by this area source on an annual basis is used for residential purposes. It is dispatched in sequence behind the Pillar Mountain Wind Project and Terror Lake Hydropower Project to provide backup power when Kodiak Electric Association, Inc.’s renewable energy facilities are unavailable.

Emissions:     The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 549.26 tons of Nitrogen Oxides, 81.51 tons of Carbon Monoxide, 76.33 tons of Particulate Matter, 36.55 tons of Sulfur Dioxide, 68.70 tons of Volatile Organic Compounds, and 3.98 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (propylene oxide) estimated at 2.13 tons. The potential annual emissions for Greenhouse Gases are estimated at 124,889 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 812.35 tons.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Kodiak Generating Station under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
