Notice of Public Comment on the
State Fiscal Year 2025 Intended Use Plans
for the Alaska Clean Water Fund and Alaska Drinking Water Fund
Emerging Contaminants Capitalization Grants
This notice announces the availability of the State Fiscal Year 2025 (SFY25) Intended Use Plans and Project Priority Lists for Emerging Contaminants Capitalization Grants. The 30-day public comment period for these documents begins on May 10, 2024 and ends on June 10, 2024.
The public is asked to provide written comments on the intended use of funds as detailed in the Intended Use Plans. Comments can be sent via email to dec.srfprogram@alaska.gov or to the mailing address listed below.
Your comments will be taken into consideration for the finalization of the Intended Use Plans. Following the close of the 30-day comment period, the final version of the Intended Use Plans will be completed. The final Intended Use Plans will include a copy of all comments received and a written response.

Background
The draft Intended Use Plans outline the State Revolving Fund Program’s plan for administering the Emerging Contaminants funding made available through the Infrastructure Investment and Jobs Act of 2021 (also referred to as the Bipartisan Infrastructure Law or BIL) for SFY25. The Intended Use Plans specifically identify the available funding, the types of projects eligible for this funding, and the associated requirements. Other draft Intended Use Plans for other funding associated with the Clean Water State Revolving Fund and the Drinking Water State Revolving Fund will be posted in May 2024 and will also be available for public comment.
Through the State Revolving Fund Program, the Alaska Clean Water Fund and the Alaska Drinking Water Fund provide low-cost financing statewide for wastewater, stormwater water quality, and drinking water projects. The Intended Use Plans are required by federal statutes and regulations and will be included in the applications submitted to the U.S. Environmental Protection Agency (EPA).
