NOTICE OF PROPOSED PASSENGER INCENTIVE PROGRAM AGREEMENT

PROPOSAL TO AGREEMENT: The State of Alaska, Department of Transportation and Public
Facilities, (DOT&PF) proposes to execute an agreement for Category 1 – Domestic Passenger
Service
under the Alaska International Airport System (AIAS) Passenger and Cargo Airline
Incentive Program. APPLICANT: Alaska Airlines. TERM: May 18, 2024, through August 17,
2024.

“For Category 1 flights, Landing Fees will be waived for the first 13 eligible flights for an
approved application for new service of greater than three (3) but less than seven (7)
consecutive months in a calendar year.” Alaska Airlines would be eligible for the waiver of
Landing Fees for eligible flights between Ted Stevens Anchorage International Airport (ANC) and
San Diego International Airport (SAN).

The Program is subject at all times to conformance with Federal Aviation Administration (FAA)
rules and regulations. All other previously established rates and fees applicable to the AIAS will
remain unchanged. This notice is provided under AS 02.15.09, 17 AAC 42.125, and 17 AAC
42.400 by delegation from the Commissioner of the Department of Transportation and Public
Facilities.

or during regular business hours, Monday through Friday, at the AIAS Office
located on the 3rd floor of the South Terminal of Ted Stevens Anchorage International Airport.
The physical address is 5000 W. Intl. Airport Road, Anchorage, AK 99502.

Anchorage International Airport. All comments must be received no later than 4:30 p.m.
Alaska Standard Time, May 16, 2024.
