ConocoPhillips Alaska, Inc, Drill Site 3S Pad Expansion and New Wells
Unit Plan of Operations Amendment
The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan
of Operations Amendment Application (Plan) from ConocoPhillips Alaska, Inc. (CPAI) on March 14,
2024, requesting authorization to expand the existing Drill Site 3S and drill four new wells. The
proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division is providing
public notice and an opportunity to comment.

Project Description:
The Plan proposes to expand the existing Drill Site 3S (DS-3S) gravel pad by placing 10,100 cubic
yards of gravel impacting 1.33 acres of tundra in the Kuparuk River Unit. Additionally, CPAI
requests approval to install four new wells and related appurtenances including piping, vertical
support members, thermosyphons, well houses, mouseholes, modules, access platforms, cable trays,
and other infrastructure associated with the development of DS-3S. Of the total gravel expansion,
approximately 1.07 acres will be on the west end of the pad to support the new wells and the
remaining 0.26 acres will be on the south side of the pad to support a new Remote Electrical and
Instrument Module (REIM). All work will take place from existing gravel. The proposed work is
scheduled to begin May 1, 2024.

2024.
