Permit Name: Facilities Related to Oil and Gas Exploration, Production, and Development in the North Slope Borough
Proposed Permit Coverage:
The Permit proposes to reauthorize discharges related to oil and gas exploration, production, and development activities, located in the North Slope Borough (NSB) or coastal marine waters of the U.S. offshore of the NSB landward of the inner boundary baseline. Discharges may be to waters of the United States (18 AAC 83 – APDES Program) or discharges to waters of the state or land disposals (18 AAC 72 – Wastewater Disposal) in accordance with effluent limits, monitoring requirements, and other conditions set forth in the Permit and Fact Sheet. The following discharges or disposals are proposed to be authorized by the Permit:
- Discharge 002 – Graywater
- Discharge 003 – Gravel Pit Dewatering
- Discharge 004 – Excavation Dewatering
- Discharge 005 – Hydrostatic Testing
- Discharge 006 – Storm Water
- Discharge 007 – Mobile Spill Response
- Discharge 008 – Contained Water
The Permit proposes to authorize a 200-meter radius chronic mixing zone for fecal coliform bacteria, total residual chlorine, and residues from Graywater (Discharge 002) and a 500-foot standard mixing zone for turbidity from Gravel Pit Dewatering and Excavation Dewatering (Discharges 003 and 004). An authorization including a mixing zone and associated limitations may be issued for marine dredge settling basins may be issued pending a 30-day public notice under Discharge 008 – Contained Water.
Tentative Determination:
DEC has tentatively determined to reissue the wastewater discharge permit.
Public Comments:
Written comments or requests for a public hearing on the APDES draft permit must be submitted prior to the expiration of this public notice. Any person desiring to comment on the permit may submit comments electronically (preferred) at https://water.alaskadec.commentinput.com?id=pmDaU7fAs.
Alternatively, you may direct written comments and requests to the attention of the DEC contact/permit writer at the email address or postal address identified above.
All comments should include the name, address, and telephone number of the commenter and a concise statement of comment on the permit condition(s) and the relevant facts upon which the comment is based. Comments of either support or concern that are directed at specific, cited permit requirements are appreciated. Mailed comments and requests must be postmarked on or before the expiration date of the public notice.
DEC will consider all substantive comments when making the final decision. Those who provided timely comments during the public review will be notified of the final decision and be provided with a summary for the basis of the final decision.
