Notice of Application for State Air Quality Permit AQ0186TVP04 Hilcorp North Slope LLC, Central Power Station

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0186TVP04 for the Central Power Station under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: Latitude: 70º 16´ 34" North; Longitude: 148º 39´ 43" West  
 
Activity: The Central Power Station produces all the electric power for the Prudhoe Bay Unit (PBU) oil producing facilities.
 
Application:  As required by 18 AAC 50, Hilcorp North Slope, LLC applied for a renewal operating permit for the Central Power Station. ADEC received the application on August 9, 2021. This public notice is for the draft operating permit only.
 
Emissions:   The potential annual emissions of regulated air contaminants at the facility are: 76 tons of particulate matter (PM-10), 4,301 tons of nitrogen oxides (NOX), 279 tons of sulfur dioxide (SO2), 937 tons of carbon monoxide (CO), 24 tons of volatile organic compounds (VOC), 1,336,524 tons of carbon dioxide equivalent emissions, and 18.6 tons of hazardous air pollutants (HAP). The total potential emissions of regulated air contaminants, other than greenhouse gases, is 5,617 tons per year.
 
Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decision for the Central Power Station.
 
Available Information: Copies of the permit application, ADEC’s draft operating permit, and statement of basis are available at ADEC’s Anchorage office, 555 Cordova St., Anchorage, AK 99501.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
