Public Notice of Application to Expand the Milne Point Unit

The Department of Natural Resources, Division of Oil and Gas (Division), gives notice under 11 AAC

83.311 of an application for the expansion of the Milne Point Unit (MPU) under 11 AAC 83.356. The

MPU is located on the North Slope of Alaska, north of Kuparuk River, and the expansion area is east of the Nikaitchuq Unit. Hilcorp Alaska, LLC (Hilcorp), the MPU operator, filed an application with the Division to expand the MPU on December 28, 2023. The Application was deemed complete February 27, 2024. Hilcorp’s address is 3800 Centerpoint Dr., Suite 1400, Anchorage, AK 99503.

The proposed Unit expansion will encompass 13,275 acres of State land and will unitize all or a portion of the following:

Umiat Meridian, Alaska
T. 13N., R. 11E., secs. 27, 28, 33, & 34.
T. 14N., R. 09E., secs. 11 thru 15; 22, 23, 27, & 34.
T. 14N., R. 10E., secs. 5 thru 8; 15 thru 18; 20 thru 22, 27, & 28.

The Division charges a photocopy fee of $.25 per sheet, per 11 AAC 05.030(a)(3)(A).

Any person may file written comments on the application. Comments must be received by 4:30 p.m., April 6, 2024, and should be mailed to the Division of Oil and Gas, attention Heather Beat, Unit Manager, at the above address, or emailed to DOG.Units@alaska.gov. The Department will consider all timely written comments and evaluate the application based on the criteria in 11 AAC 83.303 and 83.336(a)(2). After the close of the comment period, the Department will issue a written decision to approve or deny the unit expansion application.
