Notice of Application for State Air Quality Permit AQ1183TVP04 Doyon Utilities, Fort Greely Real Estate

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the application for Air Quality Control Operating Permit AQ1183TVP04 for the Fort Greely Real Estate - Doyon Utilities under Alaska Statute 46.14 and regulation 18 AAC 50.

Location: Latitude: 63º 58´  North; Longitude: 145º 43´ West  

Application:  As required by 18 AAC 50, Doyon Utilities, LLC applied for a renewal operating permit for the stationary source, and ADEC received the application on October 4, 2023. This public notice is for the draft operating permit only.  
 
Activity: The stationary source provides utility services to Fort Greely.  
 
Emissions: The potential annual emissions of regulated air pollutants at the stationary source are: 205 tons of nitrogen oxides, 45 tons of carbon monoxide, 7 tons of particulate matter, 29 tons of sulfur dioxide, 7 tons of volatile organic compounds, 53,810 tons of carbon dioxide equivalent emissions, and 0.2 tons of hazardous air pollutants (HAP). The total annual potential emissions of regulated air pollutants, other than greenhouse gases, is 293 tons per year.  

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the stationary source under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
