Notice of Right-of-Way Amendment Application Trans-Alaska Pipeline System, ADL 63574, Revetment Installation at the Sagavanirktok River, Pipeline Milepost 37.3

NOTICE OF RIGHT-OF-WAY AMENDMENT APPLICATION
TRANS-ALASKA PIPELINE SYSTEM, ADL 63574
REVETMENT INSTALLATION AT THE SAGAVANIRKTOK RIVER
PIPELINE MILEPOST 37.3

The Alaska Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.070, hereby gives notice that Alyeska Pipeline Service Company (APSC) submitted a request to amend the Trans-Alaska Pipeline System (TAPS) Right-of-Way (ROW) Lease, ADL 63574, to add State land to the ROW approximately 37 miles south of Pump Station 1 near Deadhorse, Alaska.

Record high river flows in 2023 eroded the western bank of the Sagavanirktok River near Pipeline Milepost 37.3.  APSC proposes to install a small, armored revetment along the bank to protect the integrity of TAPS by preventing further erosion.  All work will take place from the top of the bank, with ground mats used for any equipment access needed outside of the structure footprint and to minimize vegetation impacts.  Other equipment used will include trucks, excavators, bulldozers, compactors, and loaders; no equipment other than the excavator bucket will be instream.

The project is located within the SW1/4NE1/4 of Section 32, Township 5 North, Range 14 East, Umiat Meridian, containing approximately 1.7 acres.  Once constructed, the added land to the ROW Lease will be surveyed and may include less acreage than approved for construction.

The application is available online at: http://dog.dnr.alaska.gov/Home/Newsroom.  The public may obtain hard copies of the application, at cost, from DNR at the address below.

           (b) The only grounds for judicial review of a decision of the commissioner are
