The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1242ORL03 to Owner/Operator for the CINGSA Facility under Alaska Statute 46.14 and regulation 18 AAC 50.

Location: Lat 60°32'37.34" N, Long 151°12'50.00" W

Activity: CINGSA proposes an expansion project to meet the request of their customers. This public notice is for the draft ORL only.

Emissions: The potential to emit at the stationary source will not exceed 39.64 tpy NO x or 30.73 tpy CO by limiting combined hours of EU IDs 1 and 2 to no more than 5,500 hours per consecutive 12-month period and installing catalytic oxidation systems on EU IDs 1 - 3, 10, and 11. The other regulated pollutants remain below the minor permit thresholds listed in 18 AAC 50.50.2(c)(1) with the limits.

ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the CINGSA Facility.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law. ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
