Notice of Application for State Air Quality Permit AQ0942TVP02 Hilcorp Alaska, LLC, Beluga River Unit

The Alaska Department of Environmental Conservation (ADEC) proposes to issue renewal Operating Permit AQ0942TVP02 to the Beluga River Unit (BRU), under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: 40 miles west of Anchorage, Alaska Seward Meridian, Section 27, Township 13N, Range 10W.
 
Activity: BRU produces natural gas for the Anchorage area.
 
Application: The application was submitted July 9, 2018.
 
Emissions: The potential emissions of regulated air pollutants at the stationary source will not exceed: 141.7 TPY of NOx, 242.1 TPY of CO, 15.2 TPY of PM, 3.4 TPY of SO 2, 68.9 TPY of VOC, and 12.0 TPY of Hazardous Air Pollutants (HAP), with highest individual HAP, formaldehyde, estimated at 6.1 tons. The potential emissions for Greenhouse Gases are estimated at 100,263 TPY of CO 2 e. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 471.3 tons.
 
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the BRU.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
