Notice of Petition to Modify Surcharge Methodology
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Chugach Electric Association, Inc. (Chugach) has filed a petition to modify the methodology used to calculate its Beluga River Unit (BRU) contributed capital surcharge and rebate (BRU Surcharge) required by Order No. U-18-102(44) et. al. Docket No. U-24-002 was opened to address this matter.
In Order No. U-18-102(44) et al., the Commission required Chugach to rebate the remaining value of the net capital contribution to the North District (certificate of public convenience and necessity (CPCN) No. 121) over a period of 10 years and with 5 percent interest. In that order, the Commission instructed Chugach that the amortization of the $136 million, with carrying costs, would be handled through equal yearly sums that would be recovered by a per kilowatt hour (kWh) surcharge to South District (CPCN No. 8) and paid through a per kWh rebate to North District.
In its petition, Chugach proposes to revise the methodology to provide for a BRU Surcharge proportionate to the net amount of BRU gas the South District receives from the North District’s portion of the BRU on a per kWh basis. Chugach proposes to reduce the South District’s rebate obligation for the North District’s portion of the BRU from 100 percent to 55.8 percent. Chugach also proposes to reduce the contributed capital net book value of the North District’s portion of the BRU from $136 million to $125 million.
