The Alaska Department of Environmental Conservation (ADEC) proposes to issue Solid Waste Disposal Permit No. SW3A113-29, to The Village of Rampart, to operate a Class III Community Landfill Permit.

APPLICANT INFORMATION:

Location: The Rampart Landfill solid waste disposal facility: 1 acre within Section 21, Township 8N, Range 13W, Fairbanks Meridian. Longitude -150.143188, Latitude 65.506505.

PROJECT DESCRIPTION:

The municipal waste Class III landfill will serve 57 residents of Rampart. It is estimated that the community will produce 73 tons of solid waste per year. The 1-acre municipal landfill site will include a solid waste disposal cell, a burn unit, and an e-waste collection area. This facility is an existing landfill that has served the community for over twenty years. The community was able to reverse their population decline and has experienced enough growth that they no longer qualify for a solid waste disposal authorization, and now need a permit. This public notice is required for this existing facility due to the change from an authorization to a permit. The new permit is needed because The Native Village of Rampart previously had a population less than 50, which classified them under a solid waste disposal authorization of 18 AAC 60.200(c), but they now have 57 residents and are expected to continue to grow.
