Notice of Application for State Air Quality Permit AQ0215TVP05, City of Unalaska, Dutch Harbor Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve the City of Unalaska’s application for Air Quality Control Operating Permit No. AQ0215TVP05 for the Dutch Harbor Power Plant under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity:  The Dutch Harbor Power Plant is a diesel-electric generating facility.
 
Application: As required by 18 AAC 50, the City of Unalaska applied for a renewal operating permit for the Dutch Harbor Power Plant. ADEC received the application on March 13, 2023.
 
Emissions: The potential annual emissions of regulated air pollutants at the facility are: 29 tons of particulate matter, 1,262 tons of nitrogen oxides (NO X ), 5 tons of sulfur dioxide (SO 2 ), 134 tons of carbon monoxide (CO), and 51 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 1,481 tons per year.  
 
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Dutch Harbor Power Plant.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
