RFP 2024-0500-0207 Living and Teaching in Alaska Advertising Campaign

The Department of Education and Early Development (DEED), Division of Innovation and Education Excellence (IEE), is soliciting proposals for an agency who will be responsible for conducting market analysis, developing creative strategies, and implementing a multi-channel advertising approach to attract highly qualified educators. Deliverables include engaging promotional materials, targeted content for various platforms, and ongoing monitoring and reporting to optimize campaign effectiveness.

In the Spring of 2020, the Governor of Alaska established a working group to review the root causes of Alaska’s teacher retention and recruitment issues and propose solutions to better attract and retain high-quality teachers. The annual teacher turnover rate ranges between 21 and 24%, with remote rural schools as high as a 31% annually. Educator turnover is associated with a broad range of negative outcomes for students, including disruption in classroom continuity, loss of teacher-student relationships, impact on academic achievement, reduced sense of stability, limited access to experienced teachers, decreased teacher morale, and disruption in school programs.
