An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Proposed Activity: Review of a new plan application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Mustang Pad. This program includes a multi-year onshore drilling and production operations that will occur year-round at Mustang Pad on the North Slope of Alaska. Facilities associated with the project include wellhead facilities, on-pad and off-pad piping and manifolds, process facilities, and a trucking terminal. Activities associated with the project consists of routine well work and daily operation and maintenance of process facilities, and trucking terminals. Crude oil is pumped from storage tanks into the 1150-foot Mustang Pipeline, which ties into the Alpine Pipeline just southeast of Mustang Pad. Production from these wells is processed on the Mustang Pad with a three-phase process facility that includes separation and re-injection capabilities. Produced water and gas is recombined and re-injected into the Kuparuk formation for enhanced oil recovery.
Location: North Slope, Alaska onshore production leases within the Southern Miluveach Unti on state of Alaska lands. The Mustang Pad is a 17-acre gravel production pad approximately 17 miles east of Nuiqsut and 4.5 miles west of the Kuparuk River Unit Drill Site 2M, located just off the Mustang Road adjacent to the Miluveach River.
Potential Results: A potential risk exists of oil spills entering the lands or waters of the State as a result of this operation.

Comments submitted in writing directly to the Plan Reviewer will be uploaded to the public comment site. It is preferable for commenters to submit directly through the public comment site.
The public comment period for this application begins on December 28, 2023 and ends at 11:59 p.m. on January 26, 2024. Requests for additional information and comments must be received by 11:59 pm on January 26, 2024. It is the responsibility of the commenter to verify that email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

The department will hold a public hearing on the plan application if it determines that good cause exists.
