The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received two Unit Plan of Operations Amendment Applications (Plans) from ConocoPhillips Alaska, Inc. (CPAI) on November 16, 2023, and December 4, 2023, requesting authorization to expand the existing CD1 gravel pad in the Colville River Unit (CRU). The proposed projects will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division is providing public notice and an opportunity to comment.

Project Description:

The Plans propose two separate gravel additions of 0.49 acres and 0.46 acres to the CD1 gravel pad. The 0.49-acre gravel addition will be placed on the west side of CD1 to allow for the installation of two water storage tanks, while maintaining the space required for rig movement across the pad. One smoke shack will also be placed on the expansion... The 0.46-acre gravel addition will be placed on the east side of CD1 and will support a truck turnaround area for the existing J9 Fab shop, the installation of an emergency generator, fuel storage tanks, electrical switchgear, and power and communications cables to provide emergency power to the Alpine Operations Camp (AOC) at the Alpine Central Facility (ACF). Both projects are scheduled to begin January 30, 2024.
