Notice of proposed changes in the regulations of the State Board of Veterinary Examiners
The Board of Veterinary Examiners (Board) proposes to adopt regulation changes in Title 12, Chapter 68 of the Alaska Administrative Code dealing with recent statutory changes to AS 08.98 under HB56 - Chapter 14, SLA 2023 updating education and examination requirements and removing redundant requirements for compliance with the Prescription Drug Monitoring Program (PDMP), including the following:
- 12 AAC 68.010. Application for a license by examination, is proposed to update the regulation with an additional pathway to licensure for foreign graduates via the Program for the Assessment of Veterinary Education Equivalence (PAVE) certification and remove the requirement for licensees to obtain preapproval from the board to sit for the North American Veterinary License Examination (NAVLE).
- 12 AAC 68.030, Notification of applicants, is proposed to update the regulations to remove the requirement for the board to notify candidates and sponsors of the candidate's score on the NAVLE.
- 12 AAC 68.035, 12 AAC 68.041, 12 AAC 68.045, and 12 AAC 68.045 Applications for Courtesy and Temporary licenses, Temporary permits, and licenses by Credentials, is proposed to update the regulations to add PAVE certification as a pathway to licensure for foreign graduates to be in compliance with statute.
- 12 AAC 68.300, Veterinary technician scope of practice, is proposed to amend the regulation to remove “is employed by the supervising veterinarian to” and add “veterinarian licensed under AS 08.98”, and to replace “employing veterinarian” with “supervising veterinarian licensed under AS 08.98”.
- 12 AAC 68.315, Veterinary technician examination, is proposed to amend the regulations to remove the requirement for licensees to obtain preapproval from the board to sit for the Veterinary Technician National Examination (VTNE).
- 12 AAC 68.930 and 12 AAC 68.935, Registration and Compliance with the prescription drug monitoring program-controlled substance prescription database, is proposed to amend the regulation to remove the requirement to comply with the controlled substance prescription database; HB56 removed veterinarians from AS 17.30.200 and repealed AS 08.98.050(a)(10), rendering these regulations redundant.
