Notice of Application for State Air Quality Permit AQ0273MSS01 ConocoPhillips Alaska, Inc. Kuparuk Central Production Facility #2 (CPF-2)

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve ConocoPhillips Alaska Inc.’s (CPAI’s) application for Air Quality Control Minor Permit AQ0273MSS01 for the Kuparuk Central Production Facility #2 (CPF-2).

Location:  Latitude: 70.2893° N, Longitude: 149.8852° W
Prudhoe Bay, Alaska

Activity:  CPAI applied for a minor permit under 18 AAC 50.508(6) to revise the terms and conditions of a Title I permit. This permitting action allows an increase in the allowable hydrogen sulfide (H2S) concentration on various emissions units at the stationary source.

Emissions: The projected actual emissions increase from the project will be no greater than 39.5 tons per year of SO2 emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 4,142.72 tons.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
