Notice of Proposed Extension of Alaska International Airport System International Passenger and Cargo Service Incentive Program

Notice is given that the Commissioner of the Department of Transportation and Public Facilities (DOT&PF), under authority vested by AS 2.15.020 and Title 17 AAC 42.125, intends to extend an existing incentive program to induce the expansion or addition of round trip passenger service between domestic and international destinations and the Ted Stevens Anchorage or Fairbanks International Airports, together comprising the Alaska International Airport System (AIAS). The proposed timeline for participation in the AIAS International Passenger and Cargo Service Incentive Program (Program) is listed below.

The existing Program will be extended from January 1, 2024, forward and is subject at all times to
conformance with Federal Aviation Administration (FAA) rules and regulations. The purpose of the Program is to stimulate increase passenger traffic in Alaska, thereby enhancing economic opportunities and strengthening commercial and cultural ties between and within the regions.

Application: a written request from the airline must be sent to the AIAS Controller at the below mailing or email address. The letter should explain the carrier’s understanding of the Program, the carrier’s eligibility to participate, and the carrier’s proposed schedule of eligible service. Applications must be received one (1) month prior to commencement of the service.

All other previously established rates and fees applicable to the Alaska International Airport System will remain unchanged. This notice is provided under AS 02.15.09, 17 AAC 42.125, and 17 AAC 42.400 by delegation from the Commissioner of Transportation and Public Facilities.

susan.ault@alaska.gov, or deliver to Room C-3588 at Ted Stevens Anchorage International Airport, 5000 W. Int’l Airport Rd, Anchorage, AK 99502. All comments must be received no later than 4:30 p.m. Alaska Standard Time, December 31, 2023.

Copies of the existing incentive program including the terms and conditions of eligibility for participation in the program are available and may be obtained from Susan Ault, Controller, Alaska International Airport System, at the address noted above.
