The NASPO ValuePoint Request for Proposal (RFP) for Procurement Assistance and Support Services (PASS) (replacing Procurement Acquisition Support Services) was released by the State of Hawaii on 11/3/23. The intent of this procurement is to contract procurement subject matter experts to supplement current lack of knowledge and expertise in multiple areas of the procurement lifecycle and not intended to be utilized to provide staff augmentation services. These services address the need for procurement assistance in state government as seasoned procurement personnel are retiring and not being replaced quickly enough to fill the gap.

All vendor proposals must be submitted by 2:30 p.m., HST on December 20, 2023.
