Notice of Utility Tariff Filing

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Cook Inlet Natural Gas Storage Alaska, LLC (CINGSA) filed TA55-733, requesting approval of the proposed form 2023 Expansion Firm Storage Service Agreement (Expansion FSS Agreement) and the 2023 Expansion Inception Rates for its new natural gas storage facility. 

CINGSA and ENSTAR Natural Gas Company, LLC (ENSTAR) had entered into an Expansion Precedent Agreement (Precedent Agreement) wherein CINGSA will provide FSS to ENSTAR under the proposed Expansion FSS Agreement. The terms of the Precedent Agreement require CINGSA to receive approval of the form Expansion FSS Agreement and the corresponding inception rates, by January 1, 2024. The Expansion FSS Agreement is a Special Contract in accordance with Alaska Statute 42.05.361(a), 3 AAC 48.390, and Order U-11-003(2).A comparison of the Initial Capacity and 2023 Expansion tariff rates is shown in the table below.

Pursuant to 3 AAC 48.045, CINGSA filed a petition for confidential treatment for the estimated capital expenditures and depreciation expense for the new storage facility as shown in Attachment D, filed with TA55-733 on November 3, 2023. CINGSA stated that disclosure of the information to the public could competitively or financially disadvantage CINGSA.
