Notice of Application for State Air Quality Permit AQ1271TVP02 AEL&P Industrial Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alaska Electric Light & Power Company (AEL&P)’s application for Air Quality Control Operating Permit AQ1271TVP02 for the Industrial Power Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

 

Applicant: Alaska Electric Light & Power Company, 5601 Tonsgard Court, Juneau AK 99801

 

Location: 2500 Barrett Avenue, Juneau AK 99801-8553

 

Application: AEL&P submitted an application to renew Operating Permit No. AQ1271TVP01 under a July 27, 2023 cover letter. The application did not request any change to conditions.

 

Activity: The Industrial Power Plant is a standby power plant that provides backup electrical power for Juneau, Alaska. The Industrial Power Plant has one dual fuel-fired turbine (23,500 kWe) and one diesel fuel-fired black start generator (750 kWe standby rating). While the turbine is configured and permitted to operate on both gaseous and diesel fuels, only ULSD fuel is available to the source at this time.

 

Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 173.480 tons of Nitrogen Oxides, 240.481 tons of Carbon Monoxide, 9.898 tons of Particulate Matter, 1.250 tons of Sulfur Dioxide, 69.479 tons of Volatile Organic Compounds, and 3.252 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (formaldehyde) estimated at 2.911 tons.  The potential annual emissions for Greenhouse Gases are estimated at 179,466 tons of carbon dioxide equivalent emissions.  The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 494.589 tons.

 

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for the Industrial Power Plant under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law.  ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
