The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a request for approval of a Unit Plan of Operations (Plan) Amendment from Hilcorp North Slope, LLC (HNS) on September 14, 2023, to install two new pipelines. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division is providing public notice and an opportunity to comment.

Project Description:

The Plan proposes to install a new 30-inch large diameter flowline and a new 14-inch gas lift line between Gathering Center 2 (GC2) and Eileen West End (EWE) Junction located in the Western Operating Area of the Prudhoe Bay Unit (PBU). The new pipelines will measure approximately 35,000 feet and require the installation of new a piperack with new vertical support members (VSMs) and horizontal support members (HSMs) for the majority of the pipeline route; additional VSMs and HSMs will be installed to the existing piperack at the Kuparuk River crossing. An ice road and equipment turnarounds will be constructed to support the installation of the pipelines. The project includes the expansion of the EWE Junction pad by 1.1 acres to accommodate a new 30-inch pig launcher, a 14-inch gas lift receiver, and associated infrastructure. The purpose of the project is to improve flow from EWE Junction to GC2 and increase the capacity for production of wells at L, V, W, and Z Pads. The project is expected to start January 1, 2024, and end by December 31, 2024.
