Notice of Application for State Air Quality Permit AQ0058ORL02 Hilcorp Alaska, LLC, Trading Bay Production Facility

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ0058ORL02 to Hilcorp Alaska, LLC for the Trading Bay Production Facility under Alaska Statute 46.14 and regulation 18 AAC 50.

Location: Western Cook Inlet, North West Forelands, Alaska

Activity: Limit the downtime of a vapor recovery unit (VRU) and fuel gas fired in flares.

Emissions:  The potential to emit at the stationary source will not exceed 100 tons per year of each of CO and VOC by limiting downtime of the VRU on EU IDs 22 and 23 and flow of fuel gas to EU IDs 19 and 20, thereby avoiding the requirement to obtain a Title V permit under 18 AAC 50.326.  The other regulated air pollutants (NOx, PM, and SO2) remain below the 100 tons-per-year thresholds listed in 18 AAC 50.326 with or without the limits.

ADEC Preliminary Review:  Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Trading Bay Production Facility.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period.  ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state Law.  ADEC will issue a final decision to issue or deny the ORL after the close of the public comment period.  Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
