Requesting Input on a Proposed Relinquishment of State Entitlement Lands

Comment Period Ends 3:00 PM, November 15, 2023

The Department of Natural Resources (DNR) is proposing to relinquish the State’s entitlement
land selection of surface and subsurface estates for the lands listed below. A location map is
available on page 3 of this notice. The lands are not currently owned by the State, they are
under federal management and ownership. The purpose of relinquishment is to facilitate
University of Alaska land selections under the Consolidate Appropriations Act for Fiscal Year
2023 and the University of Alaska Fiscal Foundation Act.

Lands to be relinquished:

T. 15 N., R. 8 E., C.R.M.
Secs. 1 & 2;
Sec. 3, S1/2;
Sec. 4, SE1/4;
Secs. 7-24, & 27-34.

Containing approximately 18,400 acres.

T. 14 N., R. 9 E., C.R.M.
Secs. 20-26, 28, & 29.

Containing approximately 5,760 acres.

Aggregating approximately 24,160 acres.

As authorized by the Consolidated Appropriations Act for Fiscal Year 2023 and the University of
Alaska Fiscal Foundation Act, the Bureau of Land Management may convey up to 360,000 acres
of land to the University of Alaska. The land available for conveyance is land that has been
selected by the State of Alaska pursuant to section 6(b) of the Alaska Statehood Act. If the State
and the University jointly identify the land to be conveyed to the University, the State may
conditionally relinquish its selection, and the Bureau of Land Management will convey the land
to the University. The University of Alaska has selected the land identified above and requests
the State to consider relinquishment of its selection interests.

Alaska Statute (AS) 38.05.035 allows for disposals of interests in state lands, and AS 38.05.945
provides procedures for notice of those disposals.

The public is invited to submit comments. If commenting on more than one proposed action,
separate comments should be submitted for each. The deadline for public comment is 3:00
PM, November 15, 2023.
Only persons from whom the Department of Natural Resources
receives timely, written comment during the identified comment period will be eligible to
request reconsideration of the decision. Written comments may be received by email or postal

After public input is considered, the decision will be issued without further notice. A copy of the
decision will be sent to any persons who provided input, and a copy will be posted on the States
