Ted Stevens Anchorage International Airport (ANC)
New Passenger Facility Charge (PFC) Application
Passenger Facility Charge regulations 14 CFR Part 158.24 (2) requires ANC to public notice the following information regarding ANC’s new PFC Application.
Passenger Boarding Bridge (PBB) Replacement Program
Replace eleven North and South Terminal Passenger Boarding Bridges (PBB) at ANC between federal fiscal years 2025 and 2029.
Project Justification
- Replace 11 PBBs at ANC North and South Terminals over 5-years (2-3 replaced per year).
- PBB’s at the time of replacement will have exceeded the FAA program life of 20 years.
- PBB down time will be less--PBB outages impact airline operations.
- Replacement parts for older PBB’s are difficult to find as they are becoming obsolete.
- New PBBs will be safer than old PBBs for ground handlers, operators and passengers.
- Maintenance costs both in dollars and staff time will be less with new PBB’s.Operations costs will be slightly lower with more efficient PBB components, excluding the 400hz aircraft power requirements.
- PFC level: $3.00
- Total estimated PFC revenue to be collected: $29,082,892.
- PFC application effective date: January 1, 2024.
- The proposed PFC expiration date is March 31, 2029.
- ANC will be excluding the class of air carriers as follows:
(2) Passengers enplaned on a flight to an airport -
- That has fewer than 2,500 passenger boardings each year and receives scheduled passenger service; or
- In a community that has a population of less than 10,000 and is not connected by a land highway or vehicular way to the land-connected National Highway System within a State.
