DOT&PF Notice of Public Open House: Haines Airport Rehabilitation & Snow Removal Equipment Building

The Alaska Department of Transportation and Public Facilities (DOT&PF), in cooperation with the Federal Aviation Administration (FAA), is proposing upgrades to the Haines Airport in Haines, Alaska. Proposed upgrades include rehabilitation of the airport and construction of a snow removal equipment building and are being funded under two separate project numbers.

The proposed project includes the following:
• Rehabilitate Runway (RW) 8/26
• Rehabilitate Taxiways (TW) A, D, and E and portions of TWs C and B
• Construct a taxilane between the edge of the general aviation apron and helipad
• Reconstruct helipad
• Improve drainage including modifications to existing culverts and ditching
• Replace edge lighting, airfield directional signage, conduits, and electrical conductors
• Replace and relocate the airport rotational beacon
• Construct a snow removal equipment building (SREB)

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by Federal Highway Administration and DOT&PF.

This proposed project will comply with Section 106 of the National Historic Preservation Act; Executive Orders: 11990 (Wetlands Protection), 11988 (Floodplain Protection), 12898 (Environmental Justice), 11593 (Historic Preservation), 13084 (Consultation and Coordination with Indian Tribal Governments), the Clean Air Act, Clean Water Act, Fish and Wildlife Coordination Act, and U.S. DOT Act Section 4(f).

Government agencies sometimes need to acquire additional property rights for public projects. Often this is only a temporary easement for access or construction. The U.S. Constitution promises private citizens the right to just compensation for property rights required for public use. The Uniform Act (49 CFR Part 24) is used to assure equitable treatment to property owners and that just compensation is provided for any additional property rights. The Right of Way (ROW) section will reach out direct to any property owners whose property is necessary for the construction of the project. The ROW Acquisition Brochure explains the rights and benefits of property owners whose real property is to be acquired.
