Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Homer Electric Association, Inc. (HEA), filed TA456-32, proposing to revise a cost element in its Cost of Power Adjustment (COPA) surcharge. The cost element HEA proposes to revise is associated with the transportation of fuel from the Kenai Beluga Pipeline (KBPL) and is a result of a settlement related to a dispute in the Alaska Electric and Energy Cooperative (“AEEC”)/Hilcorp Gas Sale Purchase Agreement. HEA is proposing to add a $0.13 per Mcf imbalance fee to gas supplied from Hilcorp Alaska, LLC (Hilcorp) for the remaining 10 months of HEA’s contract with Hilcorp. The imbalance fee represents the settlement of disputes regarding the metering of natural gas under the contract from November 2020 to April 2021. HEA proposes the imbalance fee to be effective from the date of settlement, June 1, 2023, through the remainder of the Hilcorp contract, which expires March 31, 2024. A comparison of the new and proposed KBPL transportation rate is shown below:
