Notice of Review of an Alaska Pollutant Discharge Elimination System (APDES) Preliminary Draft Permit to Discharge to Waters of the United States

DEC has prepared an APDES preliminary draft permit for the Kodiak Fisheries Research Center. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
The Kodiak Fisheries Research Center discharge consists of treated seawater system effluent from research operations, marine habitat tanks via Outfall 001A located at 57.782° North latitude and 152.782° West longitude. Discharge will occur at a maximum design flow rate of 110,880 gallons per day to Chiniak Bay. Pollutants of concern are 5-day biological oxygen demand, total suspended solids, total settleable solids, fecal coliform bacteria, enterococci bacteria, temperature, dissolved oxygen, pH, and total residual chlorine. A mixing zone for total residual chlorine is authorized by this permit for two years under a compliance schedule for installing a dechlorination system. After completion of the compliance schedule chlorine effluent limits will be regulated at the point of discharge and the mixing zone will no longer be authorized.
