Notice of Review of an Alaska Pollutant Discharge Elimination System (APDES) Preliminary Draft Permit to Discharge to Waters of the United States


DEC has prepared an APDES preliminary draft permit for the Nikiski Combined Cycle Plant. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
Facility Activity:
Discharge of intermittent, low-volume wastewater from the Nikiski Combined Cycle Plant. The wastestream consists of first-stage reverse osmosis reject and wastewater from water treatment building sinks and floor drains. Discharge shall occur at a daily maximum flow rate of 50,400 gallons per day 

Discharge Location:
The Nikiski Combined Cycle Plant discharges into Cook Inlet at 60.6759293º North latitude and 151.3953853º West longitude.  

Mixing Zones:
Mixing zones are proposed for arsenic, copper, manganese, zinc, temperature, whole effluent toxicity. The chronic mixing zone measures 11 meters long and 0.42 meters wide. The acute mixing zone, contained within the chronic mixing zone, measures 0.52 meters long and 0.08 meters wide.
