Public Notice of Application to Expand the Ninilchik Unit – Correction

The Department of Natural Resources (Department), through the Division of Oil and Gas (Division), gives notice under 11 AAC 83.311 of an application to expand the Ninilchik Unit (NINU) area in the Anchorage Daily News and Arctic Sounder in error. The public notice date of August 31, 2023 has been rescinded and will be extended and republished on September 13, 2023 for Cook Inlet area newspapers.

The application also includes a proposal to form the Pearl Participating Area. The NINU is located on the Kenai Peninsula of Alaska, between Clam Gulch and Ninilchik, and the proposed expansion area is at the southernmost point of the Unit. Hilcorp Alaska, LLC (Hilcorp), the NINU operator, filed an application with the Division to expand the NINU on September 23, 2022. The application was deemed complete on March 2, 2023. Hilcorp’s address is 3800 Centerpoint Drive, Suite 100, Anchorage, Alaska 99503.

The proposed Unit expansion will unitize all or a portion of one (1) additional State Lease (ADL 392481) which is 550.07 acres:

             T. 01S., R. 14W., Seward Meridian, Alaska

Section 23: GLO 3 & 4, N1/2SE1/4, N1/2SW1/4, and SE1/4SW1/4;
Section 24: N1/2NE1/4, E1/2SE1/4NE1/4, NW1/4SW1/4.

The proposed expansion area further includes various private mineral interests and leases, and along with the additional State lease referenced above, totals 1,241 acres, in which Hilcorp owns 100% working interest. Proposed expansion of the NINU, if approved, therefore would total approximately 27,027 acres.

The Division charges a photocopy fee of $.25 per sheet, per 11 AAC 05.030(a)(3)(A).

Any person may file written comments on the application. Comments must be received by 4:30 p.m., October 13, 2023, and should be mailed to the Division of Oil and Gas, attention Ken Diemer, Unit Manager, at the above address, or emailed to DOG.Units@alaska.gov. The Department will consider all timely written comments and evaluate the application based on the criteria in 11 AAC 83.303 and 83.336(a)(2). After the close of the comment period, the Department will issue a written decision to approve or deny the unit expansion application.
