Notice of Application for State Air Quality Permit AQ0274TVP03 Hilcorp North Slope, LLC, Prudhoe Bay Operations Center/Main Construction Camp (PBOC/MCC)

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp North Slope, LLC’s application for Air Quality Control Operating Permit No. AQ0274TVP03 for the PBOC / MCC, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: PBOC / MCC is a crude oil and gas production source that provides billeting, dining, laundry, and recreational facilities for camp residents. For operating permit applicability the PBOC / MCC is aggregated with the Crude Oil Topping Unit stationary source.
 
Application: As required by 18 AAC 50, BP Exploration (Alaska), Inc. applied for a renewal operating permit for the PBOC / MCC. ADEC received the application on June 26, 2015. BP Exploration (Alaska), Inc. amended the application on December 6, 2017. In a letter dated July 10, 2020, ADEC acknowledged the change of Permittee from BP Exploration (Alaska) Inc. (BPXA) to Hilcorp North Slope, LLC (Hilcorp), effective July 1, 2020. This public notice is for the draft operating permit only.
 
Emissions: The potential annual emissions of regulated air contaminants at the facility are: 7 tons of particulate matter (PM-10), 121 tons of nitrogen oxides (NO X ), 24 tons of sulfur dioxide (SO 2 ), 59 tons of carbon monoxide (CO), and 8 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants, other than greenhouse gases, is 219 tons per year.

Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decision for the PBOC / MCC under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
