Subject to AS 38.05.020, AS 38.05.027, and AS 38.05.035, the Department of Natural Resources, Division of Mining, Land and Water, Southcentral Regional Land Office has received an application for the following:

APPLICANT: Alaska Aerospace Corporation

PROJECT NAME: ADL 226285

GEOGRAPHIC LOCATION: Located within the Pasagshak Bay area extending to Narrow Cape and Pasagshak Point on Kodiak Island, and on Ugak Island.

LEGAL DESCRIPTION:

Core Launch Facility, containing approximately 3,805 acres:
Within Sections 31-34, and the S1/2 of Sections 29 and 30, Township 31 South, Range 19 West, Seward Meridian; and Section 3-6 and 9 of Township 32 South, Range 19 West, Seward Meridian

Narrow Cap Safety Zone, to the north and west of the Core Launch Facility, containing approximately 5,581 acres:
Within Sections 1-4 and 9-10 of Township 32 South, Range 20 West, Seward Meridian; Section 25 and 34-36 of Township 31 South, Range 20 West, Seward Meridian; S1/2 of Sections 19-22, Sections 27-28, and the N1/2 of Sections 29-31, Township 31 South, Range 19 West, Seward Meridian

Ugak Island Safety Zone, on Ugak Island to the south of the Core Launch Facility, containing approximately 1,467 acres:
Within Sections 24-27 and 34-35 of Township 32 South, Range 19 West, Seward Meridian

REQUESTED ACTIVITY: Alaska Aerospace Corporation (AAC) is requesting re-issuance of an Interagency Land Management Assignment (ILMA) for the purposes of operating and maintaining an orbital launch facility and for other aerospace-related activities. This ILMA will allow AAC to continue to provide launch capabilities for Low Earth Orbit, polar, sun synchronous, and high inclination orbits. The requested authorization mirrors the current acreage and boundaries of the Pacific Spaceport Complex – Alaska Core Launch Facility and Safety Zones. See the attached map, Figure 1, for depiction of the boundaries.

Please note that this request represents a revised application from that initially noticed in August 2022. Updates include administrative changes to bring the application current as of submittal date, such as name changes of officers or employees as well as clarification of general management area names to allow for more targeted management actions.

Comments previously obtained through the August 2022 notice period may have influenced this revised application and may be incorporated into the decision. However, to ensure comments are considered in the decision resulting from this newly updated application, please submit written comments as outlined below during this notice period.

Notice of this request began July 19, 2023 and was originally set to conclude on August 14, 2023. The public notice has now been extended until October 12, 2023. Comments submitted since July 19, 2023 have already been received and need not be sent again.

The public is invited to comment on this activity. The purpose of this notice is to gather input before a decision is made on this activity.
