Notice of Application for State Air Quality Permit AQ0064MSS03 Hilcorp Alaska, LLC, Bruce Platform

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Minor Permit AQ0064MSS03 for the Bruce Platform.

Location: Latitude: 60º 59' 45" North; Longitude: 151º 17' 52" West                        
 
Activity: Hilcorp Alaska, LLC applied for a minor permit under 18 AAC 50.508(5) to establish an owner requested limit (ORL) in order to avoid new ambient air modeling under 18 AAC 50.540(c)(2). This project is also classified under 18 AAC 50.502(c)(2)(A) for the relocation of a Potable Oil and Gas Operation (POGO), and under 18 AAC 50.508(6) to revise or rescind the terms and conditions of a Title I permit.
 
Emissions: The change in emissions for the Bruce Platform are as follows: a decrease of 63.70 TPY of NO x , a decrease of 270.30 tons of CO, a decrease of 23.70 tons of PM, a decrease of 2.69 tons of SO 2 , and a decrease of 573 tons of VOC. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 2,424.15 tons.
 
ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
