Federal Highway Administration FFY 2024-2026 Disadvantaged Business Enterprise Goal Methodology

FHWA DBE Goal Methodology 2024-2026 Public Comment Period/Meeting

The Civil Rights Office (CRO) with the State of Alaska, Department of Transportation & Public Facilities (DOT&PF) invites public comment on our Federal Highway Administration (FHWA) Disadvantaged Business Enterprise (DBE) Goal Methodology for Federal Fiscal Year (FFY) 2024-2026. The purpose of this public comment is to give an opportunity for all Alaskans and those in the transportation and construction industries a chance to give feedback on this goal methodology.

As a recipient of FHWA funding the State of Alaska and the Civil Rights Office are required to submit a DBE goal methodology triennially. This goal methodology has been prepared according to the criteria set forth in 49 CFR Part 26.45, and it is based on demonstrable evidence of the availability of all DBE firms that are ready, willing, and able to perform work on FHWA-assisted contracts relative to all businesses that are ready, willing and able to participate on FHWA-assisted contracts.

For FFY 2024-2026, DOT&PF has established an overall DBE goal of 9.39% to be accomplished entirely through the use of race-neutral means.

You will find a draft copy of this Goal Methodology online at State of Alaska, DOT&PF, Civil Rights Home Page: https://dot.alaska.gov/cvlrts/index.shtml
