Notice of Pipeline Application

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on June 12, 2023, Alpine Pipeline Company (APC) filed an application for approval to transfer ASRC Pipeline Company, Inc.’s 15 percent partnership interest in Alpine Transportation Company (ATC) to APC. ATC holds Certificate of Public Convenience and Necessity No. 538, for the transportation of crude oil. APC currently owns a 65 percent interest in ATC. If the application is approved, APC will own a controlling 80 percent interest in ATC. Docket No. P-23-006 was opened to address this matter.

The Alpine Pipeline consists of a 34.6-mile, 14-inch common carrier oil pipeline originating from the Alpine Central Facility located in the Colville River Unit, crossing the Colville River to its termination point at the Central Processing Facility No. 2 in the Kuparuk River Unit.

In conjunction with its application, APC filed a request for waiver of the requirement in 3 AAC 48.625(a)(7)(B) to include audited financial statements for the two most recent fiscal years preceding the date of the application. APC has also filed a petition seeking confidential treatment of APC’s unaudited financial information submitted in compliance with 3 AAC 48.625(a)(7)(D)(ii). In addition, APC also filed a motion for expedited treatment and requests a ruling on its application by October 20, 2023. Any interested person may file a response to the waiver request and the petition for confidential treatment with the Commission by 5 p.m., July 10, 2023.

The Commission has not assessed the completeness of the application or ruled on the request for waiver and petition for confidential treatment. The Commission will rule on the request for waiver and petition for confidential treatment and determine whether the application is complete by August 9, 2023.
