Any applicant for a federal license or permit to conduct an activity that might result in a discharge into navigable waters, in accordance with Section 401 of the Clean Water Act (CWA) of 1977 (PL95-217), also must apply for and obtain certification from the Alaska Department of Environmental Conservation that the discharge will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws. 

Notice is hereby given that a request for a CWA §401 Water Quality Certification of a Department of the Army Permit application, Corps of Engineers’ PN Reference Number indicated above has been received for the discharge of dredged and/or fill materials into waters of the United States (WOUS), including wetlands, as described below, and shown on the project figures/drawings. The public notice and related project figures/drawings are accessible from the DEC website at https://dec.alaska.gov/water/wastewater/.

To comment on the project or request for a public hearing with respect to water quality, submit comments electronically via the DEC public notice site at https://water.alaskadec.commentinput.com?id=atADigZK5 on or before the public notice expiration date listed above.

Project Name: 
SA-10 Landfill Expansion

Location:  
The proposed activity is located within Section 23, 26, T. 11N, R. 14E; Umiat Meridian; in North Slope Borough, Alaska. Project Site (Latitude, Longitude):  70.28684, -148.53167. With potential discharge location resulting from construction at -148.5318, 70.2869.

Purpose:
The applicant’s stated purpose is to increase the existing capacity of the SA-10 landfill. The landfill expansion would ensure uninterrupted solid waste disposal for the area.

Project Description: 
Construction of Phase 1 was completed in 2015. Phase 2 of the SA-10 Landfill Expansion project includes expansion into a new Cell #2. The project proposes to excavate 300,000 cubic yards and subsequently place 80,000 cubic yards of gravel material into 18 acres of palustrine wetlands for Phase 2 of the existing SA-10 landfill to insure uninterrupted solid waste disposal. The site is surrounded by a gravel access road which borders the landfill activity, between the existing active cell (Cell 1), and a closed landfill cell. Cell 2 will be 849-feet by 946-feet, encompassing approximately 18 acres. It will contain four waste management units (WMUs). Each WMU will contain a leachate collection channel leading to a wet well sump to keep leachate within the landfill cell when active.

After reviewing the application, the Department may certify there is reasonable assurance the activity, and any discharge that might result, will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws. The Department also may deny or waive certification.
