Introduction:

The Alaska Reads Act was signed into law by Governor Dunleavy in 2022 to ensure all students are reading proficiently by the end of the third grade.  This act establishes four new programs to support early literacy: Early Learning and Parents as Teachers; Department Reading Program; District Reading Intervention; and Virtual Education 

 Background or Project Information:

As the Department of Education and Early Development (DEED) develops the framework for each of the four programs, the Alyeska Reading Institute (ARI) will serve as additional support for the implementation of best practices aligned with the Science of Reading (SoR) and in compliance with the requirements of the Alaska Reads Act.  ARI will provide direct tutoring services to students with identified reading deficiencies. ARI will provide professional learning opportunities for teachers, paraprofessionals, and leaders.  This project will require a facility to accommodate on-site and remote tutoring for children and adult professional learning opportunities, and business offices.

 

The State of Alaska is seeking a full-service vendor that will lease a property, finance and oversee the construction of tenant improvements, and provide property management including maintenance services.  The lease space should be between 5,000 to 10,000 usable square feet located in the east or midtown areas of Anchorage.

The site specifications shall include:

  • Multiple early childhood learning spaces
  • Large flex-space with collapsible dividers
  • Multiple single person office spaces
  • Reception area with front counter
  • Multiple small video-conferencing rooms
  • Multiple restrooms to accommodate children from 3 years of age to 10
  • Adult restrooms
  • ADA compliance to all public areas of the facility, including restrooms
  • Access to dedicated parking
  • Access to parent pick-up and drop-off for students in attendance

Interested parties are invited to submit responses to the following:

  1. Please describe the site specifications listed above that you believe you would be able to meet in the site’s current condition.
  2. Please describe the site specifications listed above that you believe you would be able to meet with minimal renovation or modification.
  3. Please describe the site specifications listed above that you believe would require substantial renovation or modification.
  4. Experience Statement:

            The Experience Statement should include the following information:

  • Company Overview: Provide an overview of your organization, including legal name, organizational structure, core values and activities, and geographic scope.
  • Expertise: Detail the specific services your organization offers related to leases, tenant improvements, property management.
  • Relevant Experience: Describe your organization’s experience in managing leases, tenant improvements, and property management. Highlight any projects or contracts you have managed for government agencies or similar entities. Include the number of years you have been in business and the number of landlord lease agreements managed.
  • Financial Qualification: Briefly discuss your organization’s financial ability to perform the scope of work and include evidence, such as financial statements.
  • References: Provide references of similar projects you have completed.
  • Key Personnel: Identify the key personnel who will be directly involved in negotiating the lease, managing tenant improvements, and overseeing property management.
  • Quality Assurance: Explain your organization’s quality assurance processes and methodologies to ensure the delivery of high-quality products and services.
  • Pricing Structure: Provide an outline of the pricing for the lease, tenant improvements, and property management.
  • Additional Information: Respondents are welcome to provide any additional information you believe showcases your organization’s ability to fulfill the requirements of this RFI.

This RFI does not extend any rights to prospective vendors or obligate the state to conduct a solicitation or purchase any goods or services, nor will the State be financially responsible for any costs associated with the preparation of any response for the requested information. This RFI is issued for the sole purpose of obtaining information as described in this notice. However, the information obtained from this request may be used to prepare a purchase or solicitation in the future.
