Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
Trident Seafoods owns, operates, and maintains the facility, which conducts seafood processing and seafood meal reduction. The facility is located near the village of Akutan, Alaska on Akutan Harbor.
Water used in bailing, butchering, processing, and fluming is collected before final discharge and passed through a 0.5-millimeter (mm) or smaller screen to recover residual tissue pieces. Screened wastewater is discharged without further treatment through Outfall 001A and 001B.
Non-contact cooling water (i.e., water used to cool the engines in the Pollock Plant powerhouse) and the Pollock Plant plate and frame ammonia condenser water is discharged through Outfall 002A. Non-contact cooling water (i.e., water used to cool the engines in the Cod Plant powerhouse) is discharged through Outfall 002B.
Screened solids and unusable seafood parts are sent to the meal reduction plant. Fish meal processing produces a stream of noncontact saltwater used in evaporation machinery and to scrub dryer vapors from the meal dryers. This wastewater is discharged through Outfall 003A.
Outfall 001A extends 650 feet from shore and Outfall 001B extends 930 feet from shore, both discharging at -157 feet MLLW (three feet above the seafloor). Outfall 002A extends approximately 50 feet from the shoreline and discharges at approximately 60 feet of water depth (MLLW). Outfall 002B extends approximately 130 feet from the shoreline and discharges at approximately 90 feet of water depth (MLLW). Outfall 003A is flush with the bulkhead at the edge of the facility, extending to the seawall through the dock utilidor, and discharges at the water surface.
There is a 169-foot x 9-foot mixing zone around the Outfall 001A diffuser and a 229-foot x 9-foot mixing zone around the Outfall 001B diffuser for color, turbidity, residues, dissolved oxygen, total residual chlorine, and total ammonia. There is also an authorized 1.0-acre zone of deposit for residues on the seafloor.
There is a 6.6-foot radius mixing zone for temperature around Outfall 002A and a 6.0-foot radius mixing zone for temperature around Outfall 002B.
There is a 28.9-foot radius mixing zone for temperature and total ammonia around Outfall 003A.
