AQ0014TVP03, City and Borough of Sitka, Jarvis Diesel Plant - Public Notice State of Alaska DEC

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve City and Borough of Sitka, Electric Department (CBS)’s application for Air Quality Control Operating Permit No. AQ0014TVP03 for the Jarvis Street Diesel Plant, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application:  
CBS submitted a renewal application for a Title V permit for the Jarvis Diesel Plant on December 15, 2022. The public notice is for the draft operating permit (Operating Permit No. AQ0014TVP03). 

Activity:         
The Jarvis Street Diesel Plant is an electric utility managed by CBS. The plant provides supplemental power to the community of Sitka, Alaska in the event that there is insufficient hydroelectric power available from the two hydroelectric plants operated by CBS. 


Emissions:      
The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 249.90 tons of Nitrogen Oxides, 57.28 tons of Carbon Monoxide, 8.06 tons of Particulate Matter, 2.20 tons of Sulfur Dioxide, 24.09 tons of Volatile Organic Compounds, and 1.96 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Benzene) estimated at 0.67 tons. The potential annual emissions for Greenhouse Gases are estimated at 114,903.16 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 341.54 tons. 


ADEC Preliminary Review: 
Based on review of the application, ADEC drafted a preliminary permit decision for the Jarvis Street Diesel Plant under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
