DOT&PF Notice to Begin Engineering & Environmental Studies: Ketchikan Ferry Terminal Improvements

The Alaska Department of Transportation and Public Facilities (DOT&PF) completed Phase I of the Ketchikan Ferry Terminal Improvements project in 2016 and provided public notice of Phase II in July 2022. The intent of this public notice is to provide an update on additional work at Berths 1 and 2 and information on the construction schedule.

Phase I improvements included replacement of an existing berthing and turning dolphin at Berth 1; installation of a new turning dolphin between Berth 1 and 3; installation of cathodic protection anodes on all offshore pile structures; removal and replacement of utility conduit on Berth 1 & 3; and installation of a new covered pedestrian walkway to Berth 3.

DOT&PF is proposing the following work under Phase II:

Berths 1 and 2
• Make improvements to the existing electrical systems on Berths 1 and 2, and hydraulic lift system at Berth 2
• Addition of a backflow preventer, hotbox and new potable water lines at Berth 2
• Repair of damaged berthing fender at southwest corner of the western pontoon float.

Berth 3
• Refurbish fendering and platform components of Berth 3 mooring float
• Repair electrical components at Berth 3
• Installation of a new gangway for access to mooring dolphin; and
• Mooring lighting improvements.

Berth 3 will be required to be closed for ferry traffic for a temporary period during construction. Ferry vessels that use Berth 3 (Inter-Island Ferry Authority (IFA) and Alaska Marine Highway System (AMHS) MV Lituya) will have alternative operations and some variation of schedules. IFA schedules may be altered to coordinate with the AMHS mainliner schedule while they share Berth 1. Variations in schedules and operations, when determined, will be posted in advance on each of the ferry websites and through public notices.

Construction is projected to begin as early as August 2023.

The project involves construction of structures above marine waters and, as such, may include encroachments into the base floodplain (Floodmap 0200030001B). The encroachments are anticipated to be minor, with no net changes to the base flood elevation, thus they would not result in significant encroachments. Additionally, no longitudinal encroachments are anticipated.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a CE. Possible affected resources include wetlands, waters of the U.S., eagles, endangered species, marine mammals, fish habitat, and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• EO-11988 (Floodplain Management)
• EO-12898 (Environmental Justice)   
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts  
• Endangered Species Act   
• Magnuson-Stevens Fishery Conservation Management Act
• National Historic Preservation Act - Section 106 
• U.S. Fish and Wildlife Coordination Act
