Notice of Utility Tariff Filing
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Homer Electric Association, Inc. (HEA), filed TA454-32, proposing to revise its service line extension policy by clarifying its tariff language concerning its Secondary Service Credit (SSC). HEA proposes the following revisions:
- Clarifying the criteria necessary for an applicant to receive an SSC, by indicating that if there is evidence of a structure having a sewer connection, an approved septic system or other long-term waste system, HEA will count the improvement as satisfying the necessary criteria.
- Clarifying the definition of “firm quote” by removing language explaining how the firm quote estimate is derived. Additionally, HEA indicates that the firm quote will be generated after completion of the design and engineering phase, removing the design and engineering fee from the firm quote estimate.
- Removing the ambiguity regarding the number of SSCs that can be applied to a lot, HEA proposes allowing a single SSC per line extension, limiting the SSC to one per real parcel of land.
- Clarifying the language concerning the reevaluation of eligibility for the SSC by indicating that the applicant’s SSC value will be the SSC amount at the time the applicant accepted the firm quote when the project started.
